Marketing Agency RFP
Butler seeks a partnership with an advertising/creative agency which can support a small marketing department (4-member team) with advertising/media placement, graphic design assistance, innovation on new strategies and techniques to reach an ever-moving target population, as well as help facilitate various vendor services (print/mail) as needed. We’re looking for a partner who can help in a pinch.
Butler Community College is a public, two-year, co-educational institution located in El Dorado, Kansas. Established in 1927 as El Dorado Junior College, Butler is the second largest community college in the state in terms of credit hour production (FTE) and third in the state in regard to headcount. More than 13,000 attend Butler annually ranging in age from high school sophomores and juniors to grandparents seeking a new career.
Butler students have access to approximately 80 different academic programs across multiple learning sites that include numerous high schools in the area. Butler sites offering classes include El Dorado, Andover, Marion, Council Grove, McConnell Air Force Base, Rose Hill, and Boston Rec Center in South Wichita. In addition, Butler has a service center for student enrollment processing on Rock Road just north of McConnell. Butler also offers numerous programs and courses online and teaches concurrent courses in numerous high schools. The largest sites are El Dorado (headquarters), Andover, and Online. The faces in our classrooms come from a variety of ethnic backgrounds and from all over the U.S. and the world.
Butler serves a wide variety of stakeholders. As a tax-supported institution, Butler takes seriously its fiduciary responsibility to the communities that support it. The Board of Trustees is the governing body of Butler Community College. Stakeholders include: taxpayers, students, parents, fine arts patrons, athletic fans, numerous affiliation organizations and accrediting bodies.
Competitors are other higher education institutions in the Wichita Region and across the state. While Butler partners with nearly all institutions in some capacity or other, we are all very competitive for the freshmen market. Principal competitors are: Any Kansas Higher Education institution offering one year certificates, two-year degrees or enrolling students for freshman or sophomore level coursework. Additional companies may also be considered competitors and we ask that you email us any questions on competitors if you have them.
Butler is also home to highly competitive collegiate sports teams including soccer, softball, baseball, basketball, spirit squad, cross country, track and field, volleyball and a five-time national champion football team. Our softball team is back-to-back National Champions. Butler is a member of the Jayhawk Conference, NJCAA Region VI. The mascot is the Grizzly Bear, and the school colors are purple and gold.
STATEMENT OF WORK
Our Partner of choice will:
- Help us think and learn the latest techniques and out of the box strategies
- Be competitive and work to place Butler as the “top choice” institution in Kansas
- Help us as partners in the work. Do not make us dependent on your agency for the work.
Butler Community College seeks an advertising partnership with a creative agency capable of:
- Creative Design assistance
- Media Negotiations – with influence in the Wichita/metro/Kansas region
- Digital advertising and planning (inline mobile ads, retargeting, geo-fencing, etc)
- Vendor resources (print, mail, list buys, etc.) as needed
- Content creation as needed
- Leveraging buying power for effective placement
AGENCY RFP SUBMISSIONS SHALL INCLUDE:
- Agency Information/Overview
- Specifics about services provided
- Example of Agency/Client relationship, workflow, project management
- Example of metrics reporting
- Costs/fees for various work
Butler is a business partner that spends a minimum of $150,000 -$200,000 annually via agency relations.
The partnership will be for one year with either side having the ability to terminate the agreement. The agreement may be renewed annually upon satisfactory work and results.
All agencies must provide a breakdown of costs related to the services provided. Costs included, but are not limited to, fixed pricing & deliverables, billable hours (time and materials based pricing, travel expenses, etc.). Agency must agree to keep the quoted pricing in their proposals for a minimum of one year.
By responding to this RFP the Agency agrees to be responsible for full understanding of the requirement of all RFP details and will ask any questions to ensure such understanding is gained. Butler retains the right to disqualify agencies who do not demonstrate a clear understanding of our needs. The right to disqualify an agency extends past the contract award period and Butler will be at no fault, cost or liability.
Vendor agrees to provide regular metrics back to College Relations & Marketing for buys placed.
No other Kansas higher education institution shall be represented by the Agency. This is an exclusive partnership.

A committee will select the final three agencies for face-to-face presentations. Presentations will be held in the Hubbard Welcome Center, 901 S. Haverhill Road, El Dorado, Kansas. Successful candidates will be scheduled. Following presentations, the final agency selected will be submitted for approval to the Board of Trustees.
